DLA/DIBBS Data Overview and Filters in Loocey

Overview

In this tutorial, we’ll go over DLA/DIBBS data in Loocey and explore the available tables and columns. You’ll learn how to view RFQs, check solicitation and NSN details, and understand important indicators like Approved Source Bidding and Same Winner. We’ll also walk through basic filtering options and show you how to create and save custom views to quickly access the solicitations you need.

Step by step

The walkthrough covered in the video, written out so you can follow along inside Loocey.

1. Log in to Loocey and find the DLA DIBBS data at the bottom left (check your available workspaces if you don’t see it).
2. Review the available data tables: DLA RFQs (the main table of open solicitations, imported and updated daily), DLA RFQs Archive, NSN Parts, DLA Approved Parts, DLA Approved Sources, DLA Awardee Stats, DLA Award History, and DLA FSC Codes.
3. Open DLA RFQs. At the top you have two system views: All RFQs (no preset filters) and Simple RFQs (pre-filtered to remove the more complicated contracts).
4. Click a solicitation number to open the pop-up with full details and line items (CLINs). Click an NSN to open the NSN pop-up with approved sources, other open RFQs, historical awards, last award date, and last award unit price, key inputs for bid calculations.
5. Use the status column and the DIBBS RFQ link: awarded or cancelled solicitations move to the archive, and clicking the DIBBS link lets you confirm the very latest status directly on DIBBS.
6. Scan the standard columns: FSC code (hover for its description), type, unit of issue, quantity, last unit price, total estimate, posted date, return by date, nomenclature, FOB point, inspection point, and set-aside.
7. Check the requirement indicator columns: Tech Docs, JCP Required, ISO Required, FAT (first article testing), PLT (production lot testing), COTS (commercial off-the-shelf), and No Bid (items on DLA’s no-bid list).
8. Use Loocey’s smart columns: AS Bidding shows when an approved source is bidding on the NSN, and Is Same Winner flags NSNs where the same company has won for 36 months or more, both easy to filter out.
9. Use the statistics columns, YTD Quantity Awarded, Last Year Quantity Awarded, Total Quantity Awarded, to gauge how often DLA buys a part, plus Weight and Cube for shipping estimates.
10. Review the remaining data: Line Count (number of CLINs), Days Quote Valid, Packaging Code (military versus ASTM), QUP, Prep For Delivery, buyer code, contracting officer name, email and phone, shipping addresses, Approved Source Cages, AMSC, and Delivery Days.
11. To create your own filtered view, open Simple RFQs, click Save As, give it a name (for example, Medical Supplies), and click Save, the new view appears as a tab.
12. Open Filters on the new view, click Add Filter, select the FSC column with the In condition, enter your FSC codes one per line, and click Apply.
13. Click Save, then Save View to keep the changes. The next day, just click your saved view to instantly see any new matching solicitations.
