Overview
The full recording of the Loocey DLA/DIBBS webinar from April 17, 2025. Michael walks through the DLA module end to end, covering solicitation research, the Bidding Board, supplier quote requests and bid pricing, and answers questions from DLA suppliers and manufacturers.
Step by step
The walkthrough covered in the video, written out so you can follow along inside Loocey.
- Introduction and audience Q&A: Michael Palan, founder of Loocey, opens with a quick poll of where attendees are in their DLA journey, cage codes, DIBBS registration, bids placed, and goals for the year.
- Why DLA: DLA does 50+ billion dollars a year in purchases and lists 1,000–2,000 solicitations per day, making it the largest product-supplier government marketplace, and it is beginner friendly, with no past-performance requirement on most simple contracts.
- The manual DLA process and why people burn out: finding and qualifying solicitations, finding suppliers, requesting quotes, researching prior awards, calculating bids, placing bids in DIBBS, and tracking results, repeated at volume.
- The Loocey approach: an all-in-one research plus CRM platform designed for high bid volume, with automations that aim to 10x your productivity, plus advice on finding unicorn suppliers and a preview of the upcoming SAR (source approval request) module.
- Research demo: daily RFQ imports, DIBBS status links, FOB and inspection points, and machine-extracted flags, Tech Docs, JCP, ISO, FAT, PLT, COTS, and the No Bid list.
- Smart columns: AS Bidding (an approved source is bidding, checked against the last 24 months of awards) and Same Winner (one company keeps winning an NSN), both filterable so you can skip hard-to-win items.
- New columns announced: Weight and Cube (item size for shipping estimates), AMSC code, and click-to-call phone numbers that open your VoIP soft phone.
- Packaging tools: the packaging info pop-up decodes MIL-STD-2073 packaging codes into readable requirements and generates a PDF, plus Michael’s plan to demystify packaging with free content.
- Filters and saved views demo: the All RFQs and Simple RFQs system views, adding FSC code filters with the In condition, Contains Any for approved source cages, and saving searches as tabs.
- NSN research: the NSN pop-up with last award date and price, approved sources with phone, website, and email, plus the new manufacturer versus non-manufacturer company type column.
- CRM demo: one-click copy to the Bidding Board, editable statuses and priorities, the Assigned To column with the dynamic Current User filter for per-user task views, and notes with author and timestamp.
- Calculated columns: delivery due date and delivery days remaining, computed from your award date and the delivery days you quoted in DIBBS, with the formulas shared in the linked video description.
- Detail view walkthrough: supplier quotes with per-supplier statuses, the Bulk Email Sender that drafts a unique quote request email per supplier with their own part number, and the coming connect-your-own-email send feature.
- Skip logic: mark a supplier’s Quoting status as No/Skip once, and every future RFQ that includes that supplier shows the flag so you don’t alert competitors who bid directly with DLA.
- Bid calculation: enter the supplier quote and margin in Product Details, add packaging and shipping costs with their own margins in Service Details, and see the cost total, profit, and the bid unit price to use in DIBBS.
- Q&A highlights: always click the DIBBS RFQ link to confirm the latest status before spending time on an item, link your own suppliers to NSNs so they auto-populate on future copies, and a planned option to auto-update statuses of copied RFQs.
- Finding local manufacturers: filter the Approved Sources table by zip code starting digits to find nearby approved sources you can visit to build relationships and get better pricing.
- Sneak peeks: a redesigned drag-and-drop left menu with external links, and the MIL-STD-129 label maker for unit and exterior container labels, tested with Zebra printers.
