Both are real products with real strengths, and both are compared endlessly on filters and data coverage.

PartsBase (Government Data)
PartsBase operates one of the largest B2B online parts locator services for the aviation, aerospace and defense industries. It is first and foremost an aviation marketplace and community — its DLA/DIBBS-relevant offering is a separate product line called PartsBase Government Data (formerly Govgistics), pitched as a single source of truth for solicitations, market data and analytics for government and defense contractors.
Government Data advertises over 60 million procurement records, intelligent bid matching, access to historically awarded contracts, integration with the DLA No-Bid list, BSM expired-but-quotable solicitations, 30+ custom search filters, CAGE code tracking and an API. In 2019 it became an official DLA Value Added Network (VAN).

- Data and matching, not bid workflow. Its “Bidmatch Opportunity Manager” delivers matched opportunities, but no bid pipeline with statuses, notes, files and assignments is described in its published materials — and bid-pricing calculators and MIL-STD-129R label generation do not appear at all. Its marketplace can send supplier RFQs, but there is no DIBBS bid-workflow email automation.
- DIBBS is one module among many. Bid data is one product line inside a broad aviation-marketplace suite aimed heavily at commercial aviation, rather than a DIBBS-first workflow product.

DIBBS Navigator is a focused DLA/DIBBS solicitation search-and-alert tool for manufacturers and resellers — machine shops, fabricators and resellers chasing the roughly 10,000 solicitations DLA issues every week.
It offers pre-built and custom Product Group filters, a clever “Low-Hanging Fruit” filter for unawarded solicitations past their due date with minimal competition, reseller tools that identify designated suppliers, saved filter sets, AI solicitation summaries, price history, links to technical documents and a daily morning email of matching opportunities.

- Search and alerts, not a workflow. The product does not advertise a CRM pipeline, automated supplier RFQ emails, bid-pricing calculators, packaging tools or MIL-STD-129R label generation — once you find an RFQ, the rest of the bid still lives in spreadsheets and your inbox.
- No advertised API or integrations. There is no published API or integration story for connecting it to your other systems.
- Award data can lag. By its own FAQ, award data can be delayed by up to 24 hours.

- Loocey is DLA/DIBBS-focused. If you need broad coverage of every U.S. government agency’s bids, a general aggregator covers more agencies. Loocey goes deep on the DLA/DIBBS workflow instead of wide across all of GovCon.
